Prohibit mandatory volunteering for MEAP scholarship

To prohibit requiring a high school student who is otherwise eligible for the state merit award scholarship to perform community service or “volunteer” work as a condition of receiving the scholarship. Prior to the Merit Award Board's resolution 2004-1, adopted on august 17, 2004, such service was not required.
