To replace the previous version of the bill with one that amend the portion of the law establishing that "a minister of the Gospel" can solemnize marriages. The bill change this to refer in addition to a "cleric or religious practitioner." That term would be defined to refer to a priest, minister, rabbi, Christian Science practitioner, or other religious practitioner or similar functionary of a church, temple, religious body, or denomination, or similar tax exempt organization.

To tie-bar the bill to House Bill 4811, meaning this bill cannot become law unless that one does also. HB 4811 would repeal Michigan's ban on suing the maker of prescription drugs that have been approved by the FDA, unless there was fraud involved.
