Require citizen-initiated school territory transfers

To require an intermediate school board to transfer territory from one school district to another contiguous district if 80 percent of the registered voters in the territory to be transferred sign petitions requesting it, if the board of the school district to which the territory is to be attached approves, and if the transfer is approved by a majority of the voters in the territory to be transferred. This would only apply if the number of children that would be transferred is 125 or fewer.
