The Senate version of the Fiscal Year (FY) 2003-2004 State Police budget. (Note: Gov. Jennifer Granholm’s proposed budget for this department is <a href="http://www.michiganvotes.org/2003-SB-319">Senate Bill 319 </a>.) This appropriates $391.9 million in adjusted gross spending (funded from all sources, including state restricted fund and federal pass-through dollars, minus interdepartmental transfers), compared to $396.3 million, which was the FY 2002-2003 amount enrolled in 2002, excluding any supplemental appropriations, line-item vetoes, or later cuts. Of this, $231.2 million will come from the General Fund (funded by actual state tax revenues), compared to the FY 2002-2003 amount enrolled in 2002 of $287.0 million. The Senate version does not recognize $12.5 million in revenue from new fire service fees on property insurance premiums proposed by the governor. This appropriates $443.0 million in adjusted gross spending (funded from all sources, including state restricted funds and federal grants, minus interdepartmental transfers), compared to $396.3 million, which was the FY 2002-2003 amount enrolled in 2002, excluding any supplemental appropriations, line-item vetoes, or later cuts. The House-Senate conference report for the Fiscal Year (FY) 2003-2004 State Police budget. (Note: Gov. Jennifer Granholm’s proposed budget for this department is <a href="http://www.michiganvotes.org/2003-SB-319">Senate Bill 319 </a>.) This appropriates $443.0 million in adjusted gross spending (funded from all sources, including state restricted funds and federal grants, minus interdepartmental transfers), compared to $396.3 million, which was the FY 2002-2003 amount enrolled in 2002, excluding any supplemental appropriations, line-item vetoes, or later cuts. Of this, $247.6 million will come from the General Fund (funded by actual state tax revenues), compared to the FY 2002-2003 amount enrolled in 2002 of $287.0 million. The bill incorporates revenue from the new driving record “points” fees proposed by Senate Bill 509, and from the increased license fees proposed by Senate Bill 554. General Fund appropriations in the conference report are $16 million above the amount originally recommended by the governor. Gross spending is $50 million above the amount originally recommended by the governor, most of which is federal homeland security money for local governments. The budget includes funding to train a new class of state troopers so as to maintain a minimum trooper complement of 1,075.
