The executive recommendation for the FY 2002-2003 Department of Agriculture budget. This appropriates $86.5 million in adjusted gross spending (funded from all sources, including special state restricted fund and federal pass-through dollars, minus interdepartmental transfers), compared to $88.8 million, which was the FY 2001-2002 amount enacted in 2001, excluding any supplemental appropriations. Of this $40.8 million will come from the general fund (funded by actual state tax revenues), compared to the current year’s $43.7 million.

To replace the House-passed version of the bill with one which makes substantial changes in the funding amounts, and some changes in certain “boilerplate” language requiring or prohibiting various conditions and actions. The Senate version adds $3 million for an Animal Health Diagnostic Laboratory at MSU, $4 million to the Agriculture Cooperative Extension Service, $4 million for an Agricultural Experiment Station at MSU, and $513,400 more for various horse and horse race industry subsidies. It also adds $167,900 for the Upper Peninsula State Fair, $150,000 for a food bank program, $76,700 for horse shows, $50,000 for open space easement payments, and $60,000 for fairs and festivals promotion. The total increase is $12.9 million in gross funding, $10 million general fund, above the executive recommendation.

This appropriates $85.5 million in adjusted gross spending (funded from all sources, including special state restricted fund and federal pass-through dollars, minus interdepartmental transfers), compared to $88.8 million, which was the FY 2001-2002 amount enacted in 2001. Of this, $38.4 million will come from the general fund (funded by actual state tax revenues), compared to the current year’s $43.7 million. Note: The FY 2001-2002 figures do not include supplemental appropriations, interdepartmental program shifts, funding source shifts, or cuts made by executive order later in the fiscal year, if any. These can be substantial, and will change the appearance of year-to-year comparisons. The conference report includes a number of specific line item cuts, but states that these would restored if a tobacco tax is approved. It also provides for a one percent department-wide operational expenses cut, with the specifics to be determined by the department, and reflects savings to come from a state employee early retirement pension enhancement program.
