To re-establish a former groundwater dispute regulatory regime that was <a href="http://www.michiganvotes.org/2003-HB-4087">imposed in 2003</a>, but which was later supplanted by <a href="http://www.michiganvotes.org/2007-SB-860">a new one</a> in 2008. Under the bill, the two regulatory regimes would exist side-by-side.
