Also, to appropriate $40 million in money borrowed under a "strategic water quality initiatives" bond authorized by voters several years ago, which would be used to give grants to local governments for planning sewage treatment and related projects. Another $30 million from this source would be used for cleanup at some contaminated sites. In addition, the bill spends $23 million in federal money for a new unemployment social insurance system computer system.
