To reshuffle the funding sources for several already-authorized appropriations so as to get more welfare money from the federal government, available because of certain details in the rules governing the use of this federal money. Also, to appropriate $40 million in money borrowed under a "strategic water quality initiatives" bond authorized by voters several years ago, which would be used to give grants to local governments for planning sewage treatment and related projects. Another $30 million from this source would be used for cleanup at some contaminated sites. In addition, the bill spends $23 million in federal money for a new unemployment social insurance system computer system.
