House Bill 4329: Supplemental budget - Flint water, Macomb SinkholeTo appropriate $100 million federal $$ for water treatment plant improvements, service line and water meter replacement, distribution system upgrades, corrosion control, and other infrastructure needs. This will require the state to come up with $20 million in matching funds. House Bill 4315: Eliminate foreign language graduation standardTo allow a student to get a high school diploma without meeting the current two-credit language requirement by instead taking a computer class or one in “visual or performing arts (with all these in a new category dubbed “21st century skills” by the bill's sponsors). • House Roll Call 65 on March 30, 2017. House Bill 4213: Court order to breathalyze minor who says noTo establish that a police officer must get a court order to get a breath test for alcohol from a minor who objects. This is not related to drunk driving or vehicles, but to enforcement of a state law that bans minors from being in possession of alcohol. • House Roll Call 59 on March 29, 2017. House Bill 4070: Revise government eminent domain takings detailTo require state agencies to pay attorney fees and court costs of private property owners if a "governmental action" results in a loss of value and the department or agency failed to consult guidelines on government takings promulgated by the Attorney General. Also, to apply these rules on "takings" to the state Agriculture department in addition to the Natural Resources, Environmental Quality, and Transportation departments. Current law defines "governmental actions" for which compensation is required as including certain permit or license denials, restrictive conditions on these and more. House Bill 4208: Revise legislator expulsion/resignation detailTo revise a procedural detail related to when legislators are expelled or resign. The bill would require a resignation letter or expulsion resolution to explicitly cover the full balance of the term (rather than be temporary). • House Roll Call 32 on March 9, 2017.
