To revise a law that bans breeding, buying or selling an animal that has been trained or used for fighting, or its offspring, so as to allow for adoption of these animals if the shelter or agency responsible for an animal judges that it does not pose a threat to public safety. Also, require the owner of an animal seized in connection with animal fighting to post a cost of care bond.
