To provide a process for the legislature appointing delegates to a potential “Article V” U.S. balanced budget amendment convention of the states (as opposed to electing delegates), and prescribe the powers and duties of those delegates. <a href="http://www.michiganvotes.org/2013-SJR-V">Senate Joint Resolution V</a> calls for such a convention.
