To allow a local government to foreclose on property owned by a person who has failed to pay fines imposed by “administrative hearing bureaus” that most cities are allowed to create for enforcing "blight violations" under a <A href="http://www.michiganvotes.org/2003-HB-5216">2003 law</A>. Under that law, cities already have the power to place a lien against the property. Senate Bill 35 would also authorize jail time for second offenses.
