To expand the activities for which a brownfield redevelopment authority may use “captured” increments of local property taxes in subsidizing a developer's project, to include the costs incurred by a local government in clearing the title of properties used in a particular development that are acquired by the government (or a government "land bank fast track authority"). A Senate amendment also gives brownfields authorities the power to borrow and spend on direct or indirect corporate welfare subsidies, including ones benefiting developers of projects near transit stations.
