Republicans control both chambers of the legislature. They pass good legislation and bad. All of it is passed with the blessing of leadership (Speaker and Senate Majority Leader). This scorecard answers a simple question: Who votes no? For Republicans, who votes against leadership, and who does not? This isn't a test of policy; it's a test of how committed to policy Republicans are at all. If they have never once voted against leadership, what does that say?

Compared to the 2013-14 Freedom Index, the main thing this one illustrates is how unambitious Republicans have been this session. After meeting the political demand to increase road funding in 2015, Republicans have played "small ball" in terms of reforms needed to make Michigan a more prosperous state.

This scorecard selects significant votes. The ideal vote was chosen to be how the majority of Republicans voted on that particular roll call vote. That is, the correct vote is not how I wish the world had been, but rather how the majority of Republicans did in fact vote, the actual history of what was done. Please notice that some Republicans scored less than some Democrats, and that some Republicans scored 50% or less.

Our scorecard selects a representation of key votes in this session that might indicate the philosophy and political leanings of legislators on a broad base of issues. It is designed to represent the full spectrum of Michigan's Conservatives. This has been a frustrating session with lots of tax and fee increases and bailouts that offend our pocketbooks. In some of the key bills the Democrats voted against tax increases and bailouts because they wanted more. That has skewed the rating a bit. The scorecard might be used by voters to evaluate who deserves re-election. Where votes are missed we score them as against our recommended position. While theoretically well intentioned, in reality it is cronyism, and generally provides poor or abysmal results. While the film and "green energy" subsidies get the most publicity, there are many, many more examples. Given the opportunity for abuse and the history of abysmal results, we strongly oppose this practice, but do support lowering taxes for all businesses, not just a favored few. I will be basing my scorecard on bills that have passed for limited government, and against bills that grow government control of our lives in Michigan, such as MEDC, School(Common Core), Push back or advance ObamaCare, Push back on any other federal unconstitutional overreach and our Michigan legislator's votes on these. A big concern I have is with public private partnerships (PPP) and anything in that family of evil bills along with Agenda 21.

The Tea Party Scorecard only includes votes on core tea party issues, primarily fiscal responsibility, limited government, and private sector job creation. Unanimous and party-line votes are largely excluded to highlight the differences between members of the same party rather than differences between the parties. "Messy" bills with complex, competing content were also excluded as no clear "correct" vote could be assigned.
