Authorize a Kiwanis specialty license plate

To authorize a Kiwanis Club specialty license plate, with the net revenue going to the Kiwanis Club. Also, to change the definition of “nonprofit” in the statute that authorizes these specialty plates to mean an organization that is “eligible for a charitable deduction under federal tax law,” rather than the current narrower requirement that a group be an organized under section 501(c)(3)of federal tax law.
