Expand open records law to legislature

To define the records that would be exempt from Freedom of Information Act requests to the state legislature, and establish appeals procedures for denials of records or excessive fees. Communications with constituents would not be subject to disclosure, along with records containing personal, financial, health, internet use and other information; preliminary and advisory communications within or between legislative bodies other than purely factual matters; records of ongoing legislative investigations and more. The bill would also exempt from disclosure records held by the Republican and Democratic caucuses. House Bill 4016 establishes rules for appeals of record request denials and fees.
