Revise juvenile probation violation penalties

To eliminate spending time in jail from the sanctions that may be imposed on a juvenile who violates probation terms. This is one of several bills in a broader "raise the age" juvenile justice reform effort that would no longer automatically treat minors who commit certain crimes as adults.
