Authorize local government drain petitions

To permit a local government to petition a drain commission for a drain (usually a network of ditches) to remove excess water from lands that traverses more than one county, if it deems this necessary for "public health." Taxpayers in the petitioning city, village or township would then be liable "at large" for a portion of the costs.
