Ban truancy scofflaws from welfare benefits

To require welfare recipients who have school age children to ensure the children attend school at least 80 percent of the time not including sickness or injury absences as a condition of receiving benefits, and require the state welfare agency to confirm this when the person applies for or renews an application for benefits.
