Authorize more taxpayer subsidies for certain real estate developers

To authorize an additional method of delivering government subsidies to select residential real estate developers, which would use the devices of “brownfield” tax breaks and “tax increment” government borrowing to cover the cost of giving home purchase subsidies to some individuals who don’t earn enough to afford a residence in a specified location.
