Give property tax breaks to subsidized “broadband” companies

To give property tax breaks to certain “broadband” cable and internet providers getting specified state or federal taxpayer-funded subsidies. This applies to the property taxes many local governments levy on business tools and equipment (subject to many exceptions), also known as the “personal property tax”.
