Regulate and tax “peer-to-peer car sharing” rules

To establish a comprehensive regulatory regime over peer-to-peer car sharing arrangements including insurance, traffic laws, etc.; permit insurance companies to refuse coverage; and subject the participants to use tax, local excise taxes, and "fleet registration taxes" (from which regular rental car companies (like Hertz and Avis) are exempt).
