Make a certain temporary government commission permanent

To expand the duties of a commission created to oversee the financing, design, and construction of a Michigan law enforcement officers monument, by adding the duty to oversee maintaining the monument. This would also have the effect of making the commission permanent rather than temporary, which the bill states explicitly by removing an existing sunset provision.
