To increase the tax on cigars to 75 cents starting in 2022; impose an 18% tax on the wholesale price of a "liquid nicotine solution" but also exclude these from a 32% tax on cigars, noncigarette smoking tobacco, and smokeless tobacco; and impose a $0.50 per ounce tax on noncombustible "alternative nicotine products" including chewing tobacco.
