Revise social welfare benefit provider market rules

To establish eligibility criteria for permitting an organization to begin an all-inclusive care program for low income seniors certified as needing nursing facility care (called “PACE” programs), and still get paid by social welfare programs in an area where other entities are also providing and getting paid for this.
