Give state departments slightly more purchasing authority

To delegate from the state Department of Technology, Management and Budget to the individual state departments the authority to make purchases and enter contracts up to $5,000 without going through the usual formal bidding requirements. Also, to establish that if a state agency other than the department can obtain contracted goods or services from a third party for less, or at the same price but faster, then DTMB must meet the same price and terms itself or allow the department to proceed with the purchase.
