Add civil rights officials to police standards board

To revise the makeup of a Michigan Commission on Law Enforcement Standards (MCOLES) that establishes standards and qualifications for law enforcement officers. The bill would add the director of the state Department of Civil Rights to the commission, and also require it include a criminal justice and a law professor, someone nominated by the a state mental health association, and three non-law enforcement individuals representing the public.
