Expand judicial authority over open meeting act violators

To empower courts to issue a “declaratory judgement” that a violation of the state Open Meetings Act has or is occurring and enjoin (prohibit) further violations. Also, to permit a person who files a complaint about a violation to recover costs and attorney fees, and to move these actions to the state court of claims.
