To require the Secretary of State to issue a state identification card to anyone who can demonstrate they reside in Michigan and can prove their identity, without regard to citizenship or legal residence status, and a temporary card if the individual cannot prove their identity. The card would have to indicate that it is “not valid for official federal purposes”.
