Refine debarred state contractor factors

To revise a law that bars a vendor from consideration on state contracts who is not able to perform responsibly or that has demonstrated a lack of integrity, by refining the criteria with a more detailed list of specific misdeeds or law violations within the last three years. The bill also prescribes vendor debarment periods based on the level of misdeed or offense.
