Ban “redlining” in auto insurance

To prohibit auto insurers from“redlining” in underwriting or establishing rates for automobile insurance, and also ban the use of "FICO" credit scores. The term "redlining" is not defined but presumably means charging more or refusing to insure vehicles that are garaged in high-crime or other areas that generate more and costlier insurance claims.
