Authorize carnival ride “safety star” program

To establish a voluntary “fair and festival carnival safety partnership program” that would recognize agricultural fairs and festivals which meet certain safety and operations standards. Fairs would have to pay up to $300 as an application fee, and if they meet various regulatory compliance and other standards would get a flag or banner, and be on a list of star rating recipients on the Department of Agriculture and Rural Development website.
