To revise a <a href="http://www.michiganvotes.org/2013-SB-163">2013 law</a> that authorized state grants to local governments to create “wetland mitigation banks,” by revising the interests represented on a “local agency wetland mitigation bank advisory board.” Also, to allow these entities to spend money to acquire easements in perpetuity and maintain endowment funds.
