Require biannual government and teacher union recertification

To require government employee unions (including teachers unions) to be recertified by a majority of the employees in each unionized workplace bargaining unit at least once every two years, as determined by a secret ballot vote in elections run by state officials. "Majority" means a majority of employees in the unit, not just the number who voted. The bill contains a $500,000 appropriation to implement these provisions, which has the effect of making it <a href="https://www.michiganvotes.org/2018-SJR-S">"referendum-proof"</a>.
