Revise detail of beer wine wholesale restrictions

To establish that if a beer or wine wholesaler can’t fulfill a retailer’s order from stock (which the bill would define as products available "on the floor" for at least 24 hours), and can document not having sufficient stock on hand, then the product can be shipped to the retailer from out of state.
