Expand teacher certification exceptions

To allow an individual to teach K-12 public school classes if the person has doctoral degree (PhD), is a tenured university professor (or in line to become one), or has a teacher certificate from another state. A person with a state occupational license or certification could teach subjects in the same field, but would have to complete a course on “pedagogical skills” approved by school officials.
