Revise some subdivision speed limits

To potentially allow speed limits greater than the current 25 miles per hour on a through-highway that passes through a subdivision, or in a subdivision that is not zoned residential. Also, to let all counties, not just Oakland and Wayne, initiate the process for lowering speed limits on gravel roads from 55 mph to 45 mph.
