To revise Michigan’s extensive and extremely detailed liquor control regulatory regime so as to explicitly allow micro-brewers to give refunds or replace products for retailers. Under the state's anti-competitive liquor sale regulations only micro-brewers are allowed to sell beer directly to retailers.
