Define foster care "reasonable and prudent parent standards"

To insert in state law a definition of "reasonable and prudent parent standards" that foster care and adoption agencies would have to use in determining child placements, and which state agency policies could not impose barriers against. The bill defines this as a “standard characterized by careful and sensible parental decisions that maintain the child's health, safety, and best interests while at the same time encouraging the child's emotional and developmental growth,” and would require to “use when determining whether to allow a child in foster care to participate in extracurricular, enrichment, or social activity”.
