Revise modernization of deed and recorded instrument details

To cap the amount that counties may keep in an “automation fund” the state requires them to have for computerizing documents, instruments, abstracts, maps, plats, and other items that are recorded and maintained by the register of deeds. For larger counties (more than 100,000 residents) the cap would be $50,000, and $20,000 for smaller counties.
