Revise underfunded school pension “catch-up” cost detail

To revise the amortization period used to assess school districts for a share of “catch up” costs on past (and ongoing) underfunding of the school employee defined benefit pension system. The bill replaces a 22 year amortization rate in the school aid act with a reference to a formulas contained in the law authorizing the school employee pension system.
