Increase pay of manager of former Blue Cross Blue Shield money

To give a pay raise to the person appointed to manage the distribution of former Blue Cross Blue Shield money The money was accumulated by the insurer due to tax breaks granted when it served as the state’s “insurer of last resort” for individuals who have pre-existing conditions. That status became obsolete with the passage of Obamacare and a <a href="http://www.michiganvotes.org/2013-SB-61">2013 state law</a>, which turned the money over to an new entity directed to distribute it to various health-related programs selected by a board of political appointees, which essentially augment government medical welfare and public health programs.
