Require reports when gun-banned person applies for pistol permit

To require that if an individual who applies for a pistol purchase permit is denied because the required background check shows he not qualified to own or possess a gun under state or federal laws, the permit issuing agency must notify state and federal law enforcement and prosecutors. Only person-to-person sales are covered by this permit mandate, because gun store sales are subject to a federal instant background check.
