Authorize “Women’s Health” license plate

To require the Secretary of State to develop a “Women’s Health” license plate, with fees collected from its sale added to amounts spent under a federal "Maternal and Child Health Block Grant," which pays for government programs to reduce unintended pregnancies, reduce child obesity, reduce sexually transmitted diseases and more.
