Expand electricity “net metering” mandate

To expand a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts of electricity. The bill eliminates an overall cap on the amount of electricity utilities can be forced to purchase, and requires utilities to also buy customer-generated electricity at rates determined by the state Public Service Commission.
