Expand breast feeding nudity exemption to milk pump

To revise the breastfeeding exemption in a law that defines and bans “public nudity,” so that the exemption also includes a woman exposing her breast for purposes of "expressing" breast milk, meaning taking milk from the breast with a pump or by hand for later use.
