Ban large puppy breeders

To prohibit commercial puppy breeding operations that have more than 50 female dogs over four months of age, and impose a number of other new regulations on animal breeders, shelters and pet shops. Among other new regulations shelters would have to hold an animal for at least one week and make efforts to identify the owner before euthanizing it, selling it, making it available for adoption, etc.
