Institute Headlee Amendment unfunded mandate restrictions

To explicitly give local governments standing to sue the state under the Headlee Amendment’s unfunded mandate ban in the state constitution; establish that the burden of proof is on the state in such suits; establish that the burden of proof is on the local government if a taxpayer sues it for violating the Headlee amendment’s tax limitation provisions; and establish specific procedures for such lawsuits.
