Revise family access to mental health records

To give family members access to an the records of mental health services provided by a government program to a deceased relative. If the person has been dead less than 25 years this would apply to relations “of the third degree of consanguinuity” (second cousins, great grandparents, great uncle, etc.); after 25 years any related person could see the records.
