Establish procedures for legislative candidate withdrawal or death

To establish that if a major party candidate in a state legislator race dies, withdraws, moves or becomes ineligible after the primary election and before the general election, then the general election would be postponed, a special election would be held on the next regular election date (in February), and a new candidate would be selected by the political party’s county committees in the affected district under procedures specified in the bill.
